The Council of Ministers also declared one Reza Tehranchi, who is wanted by the Interpol offices of Iran and Armenia for "fraud" under two separate red notices, as a prohibited immigrant.

The decision published in the Official Gazette included the following statement:

"The Council of Ministers, in light of the reasons outlined in the proposal and the security report, referring to the letter obtained from the Turkish Republic’s Ministry of Interior Directorate General of Security, has evaluated the findings and facts. It was determined that Reza Tehranchi, born on 21.06.1989 and of Iranian nationality, is wanted by the Interpol offices of Iran and Armenia under two separate red notices for the crime of 'fraud.'

As a result, his extradition has been requested due to the possibility that his behavior could pose a threat to public order, administrative order, or general morality, or incite hostility among the people of the Turkish Republic of Northern Cyprus (TRNC) or against the State. Furthermore, there is a possibility of conspiring against the authority and power of the State.

Based on these considerations, it has been decided, under subparagraph (g) of the first clause of Article 6 of Chapter 105 of the Aliens and Immigration Law, to declare him a Prohibited Immigrant."
