Universities to introduce Right of Re-Learning, to allow students who dropped out to go to school again plus Ramadan speaks on new rent rates and contracts

Universities in North Cyprus have come up with a legal regulation that gives students the right to re-enroll if they have been interrupted for any reason and/or couldn't complete their studies.

"The new Regulation Regarding Granting of Continuing Education to Parties of Higher Education Institutions Operating in the Turkish Republic of Northern Cyprus Higher Education Act No. 65/2005" was published in the Official Gazette on Monday and presented to the public. 

It was requested that the opinions and proposals related to the draft be communicated in writing to the Presidency of the Assembly.
 
The bill, studying in institutions of higher education in TRNC and for any reason dismissed from these institutions and / or are unable to complete their education, students from Cyprus, Turkey and other countries can now continue their education in the higher education institution and / or aim at providing complete their higher education. 

 
If the bill is made legal, within one year, university students will be given the right to apply for interrupted periods.  


To help understand this new regulations, Olomoinfo Blog invited Turkish Cypriot lawyer, Mr. Ramadan Sanivar to help explain what the new regulation means.

According to him, Turkey recently came out with a new protocol that will give students the chance to complete their studies. 

This new regulations, according to him will enable universities forgive students who did not register with any university, drop out, not attending classes (maybe due to financial reasons) or had a low CGPA, and allow them to continue from where they stop or start all over again. 

The new law was also adopted by North Cyprus universities. 

Under the new protocol, anyone who didn't have a resident permit can now re-registered with a university, get amnesty and a resident permit starting from October.

Students who were deported are also covered by the new law and can come back to Cyprus. 

But students who were deported for committing crime and found guilty of the crime will not be covered by the new law.

This new regulation will be opened for one year.

The new regulation is currently in parliament  and awaiting approval.

Government approved fixed foreign exchange rates for rent
Speaking on the new government law on rent payment in the TRNC, Mr Ramadan said the fixed foreign exchange rate for rent is applicable to all including students and citizens. 

According to him, the measure is valid with or with out an agreement but advised that it is better for students to obtain a new house contract/agreement from landlords in other to have a complete legal backing.

Any landlord who refuses to accept the government fixed rate should be reported to the tax office, Ministry of Interior, or better still get the help of a lawyer.

Under the new measure, landlords are required to take;

-6.30 TL for Pounds
-5.60 TL for Euros, and 
-4.75 TL for Dollars.

The new law is only valid for six months starting from September.

For those obtaining a new contract, he also advised that they take it to a notary to sign it and to the tax office to authenticate it.

He also mentioned that if a landlord decide to make a change to a contract less than two months before it expires, such an agreement should not be accepted and should instead continue with the old agreement except the changes comes at least three months into the old one.

If a landlord decides that he doesn't want you in his house anymore, he must say this at least two months before time.
