Yes Chinese Catholic bishops are not appointed by the Pope and this has led to a bad relations between the Chinese Catholic bishops and the Vatican for decades.
It has been so for nearly 70 years after they were cut during the Communist takeover of China.
Catholics in China are split between those in “underground” communities that recognize the pope and those belonging to a state-controlled Catholic Patriotic Association where bishops are appointed by the government in collaboration with local Church communities.
However, both sides have shown some progress in reconciliation in recent weeks.
