Juan Mata and Diego Costa left out of Spain's Euro 2016 squad
Speaking at a news conference on Tuesday, del Bosque said that Chelsea striker Costa had been excluded due to questions over his fitness.
"We have weighed everything up," Del Bosque said. "We do not want to call up too many people with doubts over their fitness."
Also left out of the squad is Arsenal midfielder Santi Cazorla made his return to action in his club's final game against Aston Villa at the weekend, but been out after having been sidelined with a knee injury since November.
"The Cazorla situation is very like Diego's -- he has been out five months, made a great effort to be ready, but we can't have many doubts," Del Bosque explained.
Manchester United midfielder Mata, meanwhile, was not selected on the basis of his patchy recent form.
"There is lot of competition. We can't bring them all, we just bring those most useful," the coach added.
